Yes, it does provide that much more mpg than other hybrids- 230 miles per gallon in fact, compared to the Prius's 48.
It's engine also runs differently. It uses gasoline to run a generator which keeps its four electric motors running while other hybrids use electricity to limit the use of gasoline. The Volt can even run for 40 miles on a single electric charge alone, and can be charged at any point prior to running out. This is good because the average commute to and from work is 33 miles (round trip).
